Can tenants legally conduct background checks on their landlords? If so, what would be the best way to get a complete and accurate background check on the landlord? 

I am asking especially since some landlords live in the rental property (e.g. landlords who rent our rooms in their house, landlords who live in the same apartment building, etc.) and I want to be safe.  --99.172.xx.xxx

Interesting.

If you live in a small enough town, the grapevine should be sufficient. It works pretty well for, say, population 10k or less, though you have to be careful not to ask an actual relative--- because some people don't like to speak bad about their kin.

If you're in, like, Houston or Dallas, though, that's not going to help you at all. You can check the appraisal district to see if they pay their taxes, which is a good start. But without a birthday and a social, all you can do is a name search, and if they have a common name, there's no way of telling.

How did you find out about this person? If you have mutual friends, or if you go to the same church, or things like that--- it has a greater chance of being a solid thing. Other people can give references as to the character of the person you'll be near. But if you're just responding to, say, an ad off Craigslist, there's no telling what you'll get.

I would only be worried if I was renting space (like a room) that was in someone else's territory. If the landlord is the other half of a duplex, or the landlord has an apartment onsite, or whatever-- that's not worth worrying about, because it's just a neighbor-- even though you're in a subordinate position to that neighbor, you still have clearly defined territories. But when you're renting a room, the other person perceives that room as "part of their house they're giving up", and there's the whole problem of common space (kitchen, living room). You can try any of the public background check programs out there: Been Verified, People Search, etc.

But without knowing exact personal details such as SSN and birthday, you are not going to know if you have the right person.

The only way is to find people who used to live there and ask them. I had a terrible landlord who brought his friends in to look at my unit without asking and he upped my rent ten percent. I left.

You might drive by or walk a dog by and talk to any tenants who might be outside. Ask on facebook if you can if any of your friends know anyone who rented at that address. Talk to him and see if he comes across as sane. We evaluate people all the time when we meet them. Use your sixth sense and google him on line to see how many evictions he has had. All you need to do is type in an address and you will be amazed. Try it and see.

Anybody who is even half good at being a snoop can find out everything about you and that's without the big players just selling the info to them.

Yelp, Facebook, LinkedIN, BBB, court records at the courthouse, ask the police, check crime records for that address, SexOffender search, ask the neighbors esp the other residents in the building.
