In Ohio does the state ROC (Residential code) say that a permit is required to change a plumbing fixture, replace a broken GFCI outlet and hang new light fixtures?

I can't answer for Ohio specifically, but there is probably a state code enforced at the local level by permits. If a borough/townships requires the permits.

Many companies will do this work without yanking a permit. If you have Barney Feiff as an inspector, well, then you may feel some pain. If he asks about work when inspecting, your answer: it was already done when I bought the place. --173.24.xxx.xxx |

You are not changing anything inside a wall or altering existing cabling, in my area the answer is no permit or inspection. If some stupid person came along and put 3 wire outlets in a 2 wire wall you need to correct these violations before any inspector finds out - that is when they pull out the fine tooth comb. --76.188.xxx.xx |

A tenant complained that the GFI would keep on tripping so they reported me to Housing, who assigned a case for the electrical inspector.
An electrical inspector wrote me up, outlet replaced without a permit and fined me $250 for the inspection and wanted me to pay a $50 permit fee.
I went to a hearing, then another an finally took the City to Small Claims Court.
I explained to the judge that when an outlet is being changed, for safety -- if it's within so many feet of a water source, it had to be a Ground Fault Outlet. And for safety that's what I did. The reason why the outlet kept on tripping is because the tenant had an old juicer that fluids would leak around the seal into the motor area causing a short. The GFI worked and saved the tenant from getting shocked!
The City then said, "They didn't care about my intentions of upgrading and following code, I should have paid the money and pull a permit".
I then pulled out an old code book which stated an exception to the code. If someone is working on their property and doing a minor upgrade costing less than $100, they didn't need to pull a permit. They are allowed to do two upgrades worth $100 twice in a a three year period. I had lived in this property when I changed the outlet.
The City lost and they were so made that they sent inspectors to many of my property's and started a punitive war against me....
