Does NY have an online housing court system that I could use to check on tenants that are moving here from NY?

Yes but I don't even bother with it any more because it is only useful if they came from certain cities and never towns or villages and it is only good for 2 weeks after an eviction then they remove it --72.231.xxx.xxx |

Yes agree with Ken NY - you have to check if that particular area is covered and it isn't on there all of the time. Some are there (older) then you can go back and they are gone.
I didn't know about the "two week" thing but I know they aren't always on there now. --69.201.xx.xxx |

one reason we use Jeffery's service for credit checks -- they pop up there "usually" but you should always do -- due diligence and check more.
If we could get LL's to file more-- and more often on deadbeat tenants it would help alleviate some of these skipping out-- it would be on the record for all to see.
